horizon Economical and managing approach

The outlooks free (autonomous) from their expansions in different scales of life such as: economical, social, cultural and political have always opened up new and different horizons beyond the short – term,Medium – term or even sometimes long – term stand points to the programmers and in a way that opportunities and menaces farther from a generation as a breakout for wrong designation and against, activating multilateral facilities, talents and the people’s might to full fill the demand. Although, the impressive elements of an outlook structure is different in national, regional and international situation but in addition shows a combination of ideas and criteria of an idealist society. Existing social and economical situations and finally international and regional evolutions and also economical factors and global room technology, acceptable and logical vision and some how the probability of an idealist society. However, the fulfillment of any outlook begins at the present time but the compilation of outlooks always stays with the pre- idea of structural evolutions and molding of definite situations from the existing condition in a period of time is hope- inspiring. Iran’s development outlook in 1404 horizon was proved and prepared by chair of expediency council and the leader notified it to the executive power, legislative power and the judiciary branch after being proved by him and this outlook was performed since 1384 and becomes an assignment for the country as a wisdom axle.  Right now taking logical steps from a fixed program for the fulfillment of an epitome and developed society is a political obligation and to gain this idea, the country requires an operational direction which can determinate the long – term developing outlooks. These outlooks neighbor us to a desirable condition concerning to existing opportunities and facilities. In this outlook and according to realities, the country can own the following factors from the economical and  scientific point of view: - Shifting to the first strength in theregion from  economical, technical and scientific point of view.
- Low rate of inflation and unemployment.
- Having the required structure and infrastructures to maintain the economical, social, political and cultural growth. Studies on economical,  social and cultural existing condition show that Iran has got the following factors:

- Enjoyment of a rich civilizationand culture with a singularity of different nations, land’s concordance and historical record.
- Availing exceptional geographical, geo – economical and geo –strategical situation.

- Benefiting by a creative human resource and a knowledgeable and professional young generation inside and out side the country.
- Enjoyment of political independence and having the experience of the Islamic revolution.
- Benefiting by the difference in territory, vastness of land and different species of herbal and animalistic types and also agricultural sources with arbitrary products and genetic sources.
- Availing rich supplies of hydro –carburet products (oil and gas) metal and none – metal minerals and also extended and determental natural resources for the sake of country growth.
- Benefiting by framing and none – framing extended substructures,especially physical substructures (transportation companies) and
social, legal, licit and organizational structures.
- Enjoyment of half a century experience in industrial activities tasks and supplying the worthy physical fortunes.
- Benefiting by the new scientific, researching and training abilities.
- Benefiting by a half a century experience in development programming system for the country.
- However the country enjoys the mentioned capacities, it is facing some complications and problems which the most important ones are:
- Dryness of land and restriction in water supplies.
- The lopsided population distribution, concentration and polarized population.
- Existing of unemployment and the unbalanced market structure.
- None – existence of balance between the civic and rural communities.
- The dependence of governmental budget to the incomes out of exporting the crude oil.
- Traditional economy and commerce structure and being dependant on natural and insufficient resources.
- The investment cut – rate toward the produce and reliance on internal market.
- Introvert economy, the inflexible structures in markets, inattention and carelessness to the various existing advantages.
In preparing and adjusting the  possible future of the country in outlook horizon, recovery of scarcity and qualitative process in the market, developing scientific and cultural resources, increasing profit with standing on a fast rate growth and aiming a wise and careful communication approach based on glory, possibility and interest of national economy with the global market and changing in producing technology structure in order to open up a room in the global market category were assigned to be attended in their decisions. In attention to today’s world criteria and present condition of Iran’s society, the country demands the followings in order to obtain the outlook horizon:

- Expanding and deepening the culture and process of industrial development and being placed in a proper and higher position of the global market distribution in accordance with the elevation of condition and highness both regional and international.

* Strengthening and holding the society on a new science and technology. Most backbones of the Iran’s  development outlook in 1404 horizon are the challenges toward the country which can be shifted to menaces in economical, social, cultural and political domains if they’ll be covered properly. The most important backbones are:  Obtaining a permanent economical  growth rate needs these existing conditions:

- Economical (High and permanent growth cost of per capita generating – High growth and permanent benefiting by  producing elements – combining human and physical resources –depending on technical promotions)
- Structural (High cost of economical structure changing by means of turnarounds in economical sections and the criteria of generating agents and professional evolutions of the market – substitutions of new methods of contemplating,operating, generating, distributing and consuming instead of traditional methods.Equalization in opportunities: The governments utility amelioration
– safe – keeping ecology and natural resources.Moving ahead with the purpose of convergence and both regional and  global cooperation, expanding the market capacity and also catching international opportunities.

* Development based on wisdom. The most important factors of wisdom are:

- Paternal and economical system promotion. (The most noticeable elements of investing in producing and researching.) 

- Human resource (is a very impressive element in developing based on wisdom, the human resource origins from proper training
and a saving of abilities).

- Information and communicating technology (This triggers the economy, otherwise they are used in other social and economical communities and they will cause the fulfillment of communication and transferring information, the communication and technology are the  impressive tools for creating a competition field and the commercial section are counted as a factor for growing and promoting in private market and telecommunicating services in a vivid economy. This technology leads to access. New opportunities and situations, especially in communicating through E-commerce and electronic services defines the electronic government. Innovation and making sagacity flowing  one of the most important criteria based on wisdom is to internalize the researching and developing economical activities.

* Active homoplasy with global  economy. Generally for developing countries and especially for Iran, the  conjunction with the global economy can put forward new opportunities in accessing the extended markets and promoted technology, developing facilities in transactions and foreign saving flowing side, that ends to economical growth and also  industrial development. It must be added that, economical corrections and choosing extrovert strategies  attended to exporting development can strengthen the globalization in order to benefit by this unity in globalization.

* Rivalry in economy The rivalry is made of reciprocal deed in four different categories which can define the national  environment, these factors are: Economical function, government effectiveness, Commercial Competence and developing substructures.

* Management development and governance elevation. The managing and official administration is a system towards the values and principles fulfillment such as; multilateral development. Making regularity, harmony and cohesion in developing a promoting situation, creativity, coining and learning this system must be designed or changed in a way that it can overcome the traditions, expand the sense of learning and also strengthening itself for solving complications.
